CBRE | Heery was the single-source design-build entity, guaranteeing the quality, cost and schedule for this two-story administration building which houses office and support spaces for the Board of Commissioners, County Manager/Attorney, Human Resources, Public Relations, Finance, Mail Room, Information Technology, Planning, Board of Elections, Transportation. The facility also offers public service areas for Friends of Youth and Oregon Inlet & Waterways. This project was a perfect candidate for the design-build process. Utilizing the team approach that design build fosters, and even with extensive site issues, this project was completed on time with savings returned to the Owner.
The creative use of modern materials and methods for rapid quality construction, along with early owner involvement, design and construction coordination and regular communication, facilitated successful building efforts in the Integrated Project Delivery. Dare County wanted the Administration Building to present an appropriate civic image, as well as incorporate features in keeping with the community’s expectations for the facility to reflect Dare County’s rich heritage and history.
Dare County is hurricane prone; therefore the facility was designed to withstand 120 mph winds. In addition, the design details addressed some practical aspects for a large building located near open water. To counteract the aggressive weathering, the exterior design is virtually paint-free.
