Palm Beach County Jail Expansion

The goal of the Palm Beach County Jail Expansion Program is to provide an adequate amount of beds through 2015 and infrastructure through 2025. Planning for the infrastructure now will allow 2,025 beds to be constructed without disruption to ongoing operations and in the most land-effective manner. The phased design and construction will also allow for the testing of alternative programs to determine if diversion efforts will be fully effective, reducing the need for additional beds past those planned. Also key to this plan and program will be the effective reuse of existing facilities, as well as use of land through demolition of some components which cannot be efficiently managed and operated.

Acting as the Owner’s Representative, CBRE | Heery provided program management services for the expansion program, encompassing 1,000,000 SF on three project sites. The program encompassed new and renovated jail spaces at three existing facilities. The West Detention Center includes  400,000 SF of new construction including new fueling station to support local Bus Metro System; new Juvenile Academy and new Evidence Storage Facility; 75,000 SF of renovated construction including a new medical facility; new Video Visitation area; new Courts area and modifications to the existing Star facility. The Central Detention Center is 350,000 SF of new construction, including a stand-alone Central Video Visitation Center; new multi-story housing units; new Courts Building and new Central Booking facility. Renovated construction includes 70,000 SF of interior renovations to support new construction. For the Main Detention Center, architectural programming and design for this existing facility is on hold pending future Bond sales.

In addition to acting as the owner’s representative, CBRE | Heery served as the commissioning agent responsible for completing the design phase commissioning activities for the project. Commissioning services included design phase review of MEP documentation, provision of commissioning specifications and production of the design phase Commissioning Plan.
